BCOE is a 501(c)(6) trade association serving Black contractors and business professionals. The BCOE Foundation is a separate 501(c)(3) charitable organization — the giving arm of BCOE — focused on scholarships, workforce development, and community investment.

A Separate Mission. A Shared Vision.

The BCOE Foundation is the 501(c)(3) charitable arm of BCOE — a legally separate entity established to carry out BCOE's philanthropic mission. While BCOE as a 501(c)(6) organization advocates for and supports Black business professionals, the Foundation directs charitable resources toward the next generation.

The Foundation is funded through donations, fundraising events, and corporate contributions. Every dollar raised goes directly toward scholarships and programs that create pathways for Black and minority students entering the construction industry across Illinois.

All donations to the BCOE Foundation are fully tax-deductible to the extent permitted by law.

Students in Construction Scholarship

For several years, the BCOE Foundation has awarded scholarships to students across Illinois who are pursuing careers in construction and the skilled trades. What started as a commitment to invest in the next generation has grown into one of BCOE's most impactful programs — with thousands of dollars awarded to deserving scholars.

Each scholarship is awarded in $1,000 increments to individuals entering the construction industry through accredited colleges or trade and vocational programs. Recipients are selected based on academic merit, commitment to the field, and the strength of their application.

Scholarships are funded through the BCOE Annual Golf Outing and other Foundation fundraising efforts — making every round played and every dollar donated a direct investment in Illinois's next generation of builders.

Application Requirements

  • Completed online application
  • Essay — 250 to 300 words on your goals in construction or trades
  • Transcript — official or unofficial
  • One letter of recommendation
  • Proof of enrollment or acceptance
  • All documents combined into one PDF

Qualifying Programs

  • Accredited college or university — construction-related major
  • Trade or vocational school program
  • Apprenticeship or on-the-job training program
  • Construction Management
  • Engineering — Civil, Mechanical, Electrical
  • Architecture & Urban Planning
  • Skilled Trades — Carpentry, Electrical, Plumbing

Recipient Expectations

  • Attendance at the BCOE Annual Golf Outing is required for award presentation
  • Proof of enrollment required before disbursement
  • Recipients may be invited to participate in BCOE programs

Eligibility Requirements

Applicant Must Be

  • A minority student pursuing a career in construction, skilled trades, or an infrastructure-related field
  • A graduating high school senior, current college student, or trade/vocational school student
  • A U.S. citizen or legal resident
  • Enrolled in or accepted into a qualifying program

Program Must Lead To

  • A degree, certification, or credential in a construction-related field
  • Entry into the construction industry or skilled trades
  • Career in construction management, engineering, architecture, or trades

GPA Requirements

We believe in the potential of every student. GPA is one factor — your story, your drive, and your commitment to the field matter just as much.

3.0+ Encouraged for competitive consideration
2.5 Preferred minimum GPA
2.0–2.49 Considered based on strength of application

Students with a GPA below 2.5 are encouraged to submit a compelling essay that demonstrates commitment, growth, and genuine passion for the industry.
